Well, I have walked the streets of Sofia and Burgas for near on 30 years and so far never felt unsafe. I have met some unfriendly people in both cities, but then so too have I in many other countries. Robberies happen in every town across the planet and police have different levels of efficiency the world over.
To call Sofia and Burgas police useless, is very much an over reaction. Someone will get robbed and declare Bulgaria a war zone, recommending that nobody should go there. That happens. For me: That's the truth and my own personal experience since the mid 's. Whenever I walk the streets of Sofia and Burgas, I have a thoroughly enjoyable time,so the many stories you heard were really garbage. I have never heard of Sofia being described as particularly unsafe As above It happens all the time on here I see you're from Israel.
Well, you must accept that since you live in a very safe country, most foreign countries you travel to are less safe than at home. You just need to be a bit more careful than you're at home. You can find many safety tips on the internet, use a moneybelt, etc. There is really nothing wrong with Bulgaria, you just need to aware of what you are doing and where you are going, especially at night, and you'll be fine.
Its safer than most of western Europe and North America, actually. Stay out of poorer neighborhoods that you have no reason to be in, and try not wander around too drunk at night with money falling out of your pocket, and I'm sure you'll live to tell the tale back in Israel. I did have two negative things happen to me in Sofia, 1. Got propositioned by a prostitute on the street nearby my hostel. Both things were not that big a deal, and locals came to help in the first instance.
Really not a worry. I saw a violent assault outside my workplace here in Australia yesterday, probably far worse than anything I've seen in East Europe, or possibly anywhere for the matter, so Bulgaria would be the least of my safety concerns.
